Course Description

This course examines the U.S. Patriot Act, the establishment and mission of the Department of Homeland Security and the role of local, state and private agencies in homeland security.

Topics and Objectives

Homeland Security

  • Review the historical and world events that influenced the concept of homeland security
  • Evaluate the elements of the U.S. Patriot Act and their influence on homeland security
  • Diagnose the political issues associated with the continuation or the elimination of the U.S. Patriot Act on homeland security
  • Assess the mandates and funding issues associated with the U.S. Patriot Act and the mission of the Department of

The Department of Homeland Security

  • Identify the federal agencies incorporated into the Department of Homeland Security and discuss their roles
  • Determine the roles of other federal agencies with regard to homeland security
  • Assess the role of the military with regard to homeland security
  • Understand the methods and importance of intelligence gathering and issues involved with interagency sharing of information

Local and State Agencies and Homeland Security

  • Identify the various local and state agencies that would be involved in homeland security and discuss their respective roles
  • Examine and articulate political factors that could influence the extent of involvement of state and local agencies
  • Assess state and local public safety budgetary issues related to human resources, equipment, operational capabilities, and risk-based formula funding assessments at the federal level.
  • Examine communication issues that guide the development of effective terrorism-related communication strategies at the local, state, and federal levels.

The Private Sector

  • Determine the impact of domestic and international terrorism on American businesses and commercial interests
  • Evaluate the roles of private organizations in supporting homeland security initiatives
  • Assess the costs, benefits, and limitations of the involvement of the private sector in cooperative ventures with government agencies in homeland security
  • Discuss strategies for the prevention of domestic or international terrorism that can be implemented by the private sector in America

Response Strategies

  • Identify the types of emergencies that might be involved in domestic or international terrorist acts
  • Determine the roles of responders that would be involved in a major emergency, i.e., police, fire, emergency medical, state and local disaster services, FEMA, etc.
  • Discuss the issues faced by first responders to a major emergency
  • Assess the extent of human and fiscal resources needed to manage various emergencies
  • Evaluate federal and regional resources available in terms of needs and equitable distributions to optimize response readiness across agencies
  • Study specific cases of domestic and international terrorism and evaluate the success and failures of federal, state, local and private agencies that responded to manage the disasters
