Course Description

This course will be a discussion of the fundamentals of decision-making and legislative issues and their impact on health care systems in our society. Through the filter of politics, policy, regulatory environments and economics, students will critically analyze topics as applied to health-care providers and organizations. It will include an examination of the following current areas: 1) evolution to current delivery systems; 2) economic theory, principles, and analytical tools; 3) legislative and regulatory influences on the health care system; 4) the policy process; 5) shaping public policy in health care; 6) alternative health care and changing social culture; and 7) health care reform and future trends. Students will continue to work on their master's project, which will be presented in the final specialization course.

Topics and Objectives

Evolution to Current Delivery Systems

  • Discuss the history of the health care system in the United States.
  • Examine the history of payment systems from fee for service to our current models.
  • Examine the background of government's role in biomedical and ethical issues.

Economic Theory, Principles, and Analytical Tools

  • Summarize the key economic concepts concerning the behavior of competitive markets.
  • Describe how health care economics differ from conventional economic concepts.
  • Rate the factors influencing the demand for health care services.

Legislative and Regulatory Influences on the Health Care System

  • Summarize legislative and regulatory pressures on the form and function of health care delivery systems.

The Policy Process

  • Examine the process of policy identification, formation, implementation, and evaluation related to the delivery of health care services.
  • Examine the impact of interest groups on the shaping of public policy.

Shaping Public Policy in Health Care

  • Analyze the role of the federal government versus the state government in health care policy.
  • Analyze the role of public and private sectors and professional associations in formulating health care policy.
  • Formulate a policy change that would address current and projected economics, regulatory, and political stresses on the health care system.

Alternative Health Care and Changing Social Culture

  • Analyze alternative models for health care delivery.
  • Review the major historical, political, and economic trends in health care policy and evaluate the impact that they have on alternative and conventional models of health delivery.

Health Care Reform and Future Trends

  • Analyze the role of administrators in health care reform and in the future of health care systems.
  • Propose a model for delivery of patient care that is consistent with current and potential economic, political, and social regulatory trends.
